Help me with my Registration Page for Metin2 Private Server [NO HAMACHI]

Hello Everyone
I created metin2 private server WITHOUT HAMACHI, NO Hamachi, and used a client called Maxmi-Lycan ....
Anyways, I want to create a registration page for my server, if anyone knows how to do that, I would be grateful :)

Also, If anyone knows how to translate the client from Turkey to English, I would be thankful :D

ANOTHER PROBLEM, I Created my Server with Oracle and another program called PUTTY, the problem is, only people who are connected to my Router at home can log in into my server, people who are connected to another networks can't connect :(
Any IDEAS?

Is it a DynDNS or a root server? To create a registration page you need to learn html, css, javascript, php and mysql. Or you use some free public scripts

I really don't know, how I can know that? and what is the difference?

Another thing, yesterday I searched the internet and looked for a huge number of sites, what I understood is: " To let others join your server, you need to open some ports in your modem/router and you need to give them your static/dynamic IP address and to change some things in their root file in their client"
I tried to open some ports and I gave them the Dynamic Ip, but it is still useless.
Any Ideas about this? :(
