To my knowledge, Phoenix was simply the rebirth/restart of an older episode that was later cought up with the most recent episode.
If I remember correctly, they only promised they wouldn't do tiered spenders or other P2W stuff on Phoenix.

There are Phoenix files available here, I can link them if you want, but as far as I know, they are Episode 6 or not working without proper Olly/HxD knowledge.
