/scale Command

Can some one tell me how to make /scale and /rolescale work?

From what I've read in the section, PM commands are no longer a thing. They took the liberty of removing their PM menu from the client (the smart thing to do). This type of hack is no longer possible.

Every patch is different. Every private server is different. You would need to do this on your own. That's why we have this rule against hack and bot requests.
