Server transfer available?

Hello guys . This is my first post on this site. I post cuz i saw people here are experienced in this game and have various sections of many games .
Look , i play on US server but i am from Europe and at each event i have to wake up at 4 or 5 am and that's annoying . I want to know : is transfer available now ? I really would like to transfer to an EU server . GM didn't give me an answer yet .
