How make Vsro skill speed up and skill range increase

There gameplay difference between vsro with ECSRO

Ecsro skill time wery fast and skill range long, funyy game

But vsro skill time little bit slow (skill,pvp) and skill range short

How make Vsro skill speed up and skill range increase ?
(assembly,SQL,C#...how make ? )

if done would be make great vsro :pimp:

Note=Not mention it scroll speed up and delay !

He probably means the skill cooldowns. Check those Action_ columns at _RefSkill (currently not at my PC). One of them is for the cooldown.
