It looks like you're not handling the proficiency id correctly.
I can't remember what packet that is, but I believe it's this one:

That's the database, not the packet structure. If you don't know the difference, then you'll need to get acquainted to binary packet structures and network programming. You also need to debug your source and step through the code. We can't do that for you from our end.
