You have 2 things to do, by deleting either the item itself (if you want to disable that scroll for good) or certain teleport points.
I guess, you want the second method.

Media: server_dep/silkroad/textdata/refoptionalteleport.txt
Select those which you don't want (figure it out by those coordinates, either ingame or simply parse those coordinates to your character at _Char table to see which one leads where) and simply remove them.
