Web design has nothing to do with backend developement. You're looking for somebody who can build a user management with databases and so on, so you're not looking for a web designer. A Web designer is the guy who designs your page and maybe bring it down to code.
You might search for "fullstack" developer who can do both, backend (databases and usermanagement) and frontend (design and code). But a boosting page with the stuff you want wont be cheap :)

Yeah my bad, it's actually Web development, I'm looking for someone that can build a sql server for me with users management (mainly php I think).
