You have to save TextDB with the KR Cipher key, "????" generates because TextDB is saved with different Cipher Key than what the client reads with.

The thing is there is normally a sevral .xft in every client but the client local code what determines which .xft the client reads, anyhow to bypass that observe which .xft the English client loads and rename it to "gulim.xft" or w/e it is named and replace it in the korean xfont and pack it up, and you're good to go.

down 1 line and then click save ,make sure you use the correct NDTEXTDB_US there is 2 files...
from what i think you need install kr fonts to make it work but it just me who know's
