Im making a server from vSro files. Maximum alchemy plus is 8. How can i edit it to 12?

well it depends on how the srv set max alchemy limit

If I see well, you want to edit a gm-console made item's plus from +8 to any higher? If yes u have to use SMC.

I think you should ask more detail for this. There are several way to get higher plush item such as doing archemy by your self or creating LMP with 100% success.
