Why would you don't want someone to get perma if there is a good reason for it?
Heavy racism, cheating etc.

Hate speech, racism and so on should always be punished with a permban. Also strong toxic behavior.

Little racism without offending them is good and for fun.
But heavy racism like "you fucking stupid monkey", nah.
People who randomly throw around with "racist!" should get banned for racism.
Also... if you flame up to hardcore levels, you deserve permaban.

You know yesterday i got an Perma Ban but the problem on this is i never got an ban i just got flammed 3 games in a row and i flamed back then i got this perma i think that was wrong from riot.

Yes definitly get perma bans away (Like most bans already) Riot got other way to perma ban they just ban for 1000 years the account #done as perma ban since League won't exist 1000 years^^
