im not sure if i understand your question but no it is not possible to share your vip features with others. If your saying you have VIP 4 and VIP 1 and you want to give VIP 1 to someone else then yes you can do that as long as you have not bound an account to VIP 1 already.
Once an account is bound to VIP it cant be changed until you credit enough to go to the next level of VIP.
