How to get private server for ray city sea?

a while ago (Or about 3 years or so), Ray city sea went offline, it was a very fun open world racing mmo, I would like to know, How, If possible, I could get a private server running for it for me and my friend

P.S It cant be a solution the fbi will hunt me down for
