[Release]Fix drop of helmets and capes

Hello everyone,
In ps_game 5.4 there is a problem, helmets and capes not drop on mobs/boss, the solution was to use fortune bags.
Today I looked at it and I easily found the fix, but there is still a problem, the capes need to be in separate grades and even though droprate = 100 in sometimes not drop. If any dev want to help with this I would appreciate it :p

You still cannot get the capes from the fortune bags.
To fix it go 00473BBD and nop this 2 instructions:

I added in Eric-Dutra16's script the fix.
