I don't think it's necessarily an "issue" per se but rather a reasonable preference. I could see one scenario of were one might use it to run an Ep4 server using the Ep5.3 server files for whatever reason. (in-game clock, larger icon files, more skill types etc).

Another example, I personally know a decent amount of people who actually prefer not seeing their target (enemy) buffs. Simply because it adds a dynamic to PvP, which is not knowing who's on Dayfly or Untouchable for example.
