Cooldown values

hi guys, i got a question.. im kinda new here ( also not active )
but were i can find these cooldown values?

im trying to use cooldown but im not getting any adress or smtn :confused:
please dont blame me im new =S

and anyone got a good working cheat eninge??

Search between Function on UCE to search for changed Values.
For example if the Value is 6000 you search between 5800 and 6200.
