i talked to this guy and he could repair at 100%(or 99%) at any person that can repair. does anyone know where i can get it?

No idea, I never tested it further than just getting 100% repairs on my valuables that'd cost too much to do at edern

I wanted to test this theory by myself, so I did. I went to Nora and fully repaired an unblessed Sesamoid gloves from 9/30, recorded the packet and sent it at 150 ms continuously, and repaired one point at a time. I didn't lose any dur, so it seems effective, or I might just be lucky.
I also tried this on my Ring Bow at Nerys, fully repaired from 3/12, blessed, one point at a time, with the same sending method and I didn't lose any dur then, too.
I'm also thinking of trying getting the packet from repairing a wep from Edern, then continuously send it while repairing from Ferghus. But I'm still going to use this method for repairing... maybe it does work? O_o
EDIT: This method didn't work when I sent the packet for one successful wep, then repaired another. The other wep lost dur, so maybe the packet is unique to the weapon and repairer. I didn't actually check if the codes were different :P

it also has the amount of gold and whos repairing your /specific/ weapon in it
and its a general repair packet... it CAN fail. your just lucky ;o
