client connection problem

hello well i got very thing working correctly msql and navicat has no erros.
but when i try to use client to load my personal server to test and also find bugs so i can fix them.

now do i use oem.dat and oem.ini put them the same and put both of them in ini file?

navicat>account>acount> or navicat>my>account>

lol...u are using a localhost ip how people can connect to u..
change ur ip..use hamachi ip

i kno but befor i set it up for hamanchi or non hamanchi i would like to test-fix the bugs and also add some new futurs i just have one one problem is making a account. im new to this so yea right now its kinda hard but im working on it lol 3 days so far just seting this up. i need to some how add a id and pass. i just dont kno where to put it in my navicat.
