Nfsw Offline Server (no more mitmproxy)

Changes:

Version 1.7A

- Don't need mitmproxy to run
- Can play any TE and DRAG clicking Multiplayer/Team Escape then run any meeting-place single player.
- Fixed pursuit busted.xml and arbitration.xml
