It means you get Premium not for 5,99€, but for 2€ something :)

it happened last on october 28th, im not sure if these sales happen every 2 weeks or 1 month. so i would guess today, nov 11th, or nov 28th. i hope this helps!

its for individual players, not for everyone...
for example i get it everytime my premium runs out but my clanmate has never gotten it and probably never will
