Error With Ip/Web Sever

Hello, i have port forwarded my ip, and i checked to see if the port is open and running and it is, i have disabled pc firewall/anti-virus and evrything else and i tried literally evrything i could think of and still, somehow i still cannot connect to my ip to use the web server, like 74.219.321.4 etc, but i can use 127.0.0.1 and localhost so there has to be an issue somewhere thats preventing it to have a connection, any help would be appreciated. thanks.

You need to enable the port you want to connect to on your firewall as well as the route is like

Your Machine > Router > Web > Router > Other Machine's IP

So You need to port forward for it to be able to receive packets through the router (it passes) but still blocked by machine's Firewall as the port is not open.

i have tried that and nothing seems to work.

There is no need for duplicate posts, make sure the Browser is running is your sql configuration manager and the port 1433 is open in your database machine.
