I guess you have not installed Net Framework.

Please, do me a favor, do not run a public server if you can't install a software by yourself and if you are not able to speak english enough to explain your problem.

They dont need instal sql in public server Some hosts like ovh or Webtropia have free plesk license. All what they need is use it ;D
Without config and any problems.
