If you wanna have public server you must have open port, etc...
Yeah on reg you must write your public IP. If other services start normally it is not problem in reg (maybe yeah but probably not.)
You don't write your error when you start services but u can have wrong DB (TGAME_GSP) - wrong mob spawn or etc etc etc...
Screen of error?

TMap cant connect to TWorld.
Registry or ip is setted wrong.

Check your Registry(IP/Password)
Check if the ODBC entrys are setted(correctly and in 32 BIT)
Check TGROUP(instance password and user) (TGLOBAL)
Check TIPPADDR(first your public ipv4 and the second entry is 127.0.0.1 or the public ip again) (TGLOBAL)

If u rly do not want to buy a VPS or a ROOT make your IP constant.
You can do that in your rooter settings.

Delete the ODBC entries in 64 bit and then use this one to set them:

C:\Windows\SysWOW64\odbcad32.exe
