What locale are you trying to launch it as?

What is your .bat launcher?

to understand the problem and know the solution ,
EX : when i have EN client and i use AR SFrame with that client ... it will give you this problem ... why ? because there are missing files in client ( .dll files ) and you have to git them from the same client that you take the SFrame from it

no font.ttf File in client

"localeinfo file not found" can be caused by:

Corrupted data.xxx files (after doing an update to them)
Missing localeinfo.ini from data.xxx files (refer to corruption and/or if you have rebuilt the client you did not include it in the build)
[LOCALE_ID] block for the /Country: argument does not exist. (For example the 7.3 German client will not function with /Locale:ASCII /Country:US because the [RAPPELZ_US] block doesn't exist in this clients localeinfo.ini
