You are never 100% safe. But wehn you follow my TuT you will stay safe. I have some ACC and BP change no Paymend.

I have friends in Venezuela and even they can't change it. I've sent a Venezuelan ID and bank account details and they still wouldn't change it. They said they can't manually change it, your payment method changes it.

WE JUST NEED A VENEZUELAN PAYPAL ACCOUNT.

You need not just a Venezuela Paypal ACC, you need registration certificate from Servicio Administrativo de Identificación, Migración y Extranjería

Yes I know, you can't create a Venezuelan Paypal account without an ID and bank card.

You can creat ;) but BP dont see the country of you Paypal ACC. The see only the E-mail.

PayPal give him nothing they will not see that you have a german bank or other shit. I have write a lot with PayPal and they told me that ^^

So my PayPal account is also a .com. Does that mean that I just have to use a VPN and I'm safe?

Maybe if you have never pay on a other acc maybe the check it. Wehn you never pay with it you are safe ^^ but you have to follow my TuT
