I am Asking about an "offline silkroad client" so i can run it without internet connection.

you mean run local server true? the same files by your choice Vietnam version or BlackRouge version it up to you anyway those the most stable files and the same as you install them on host you just need to change the ip in cert and the server.cfg
to your lnternal ip if i am right you can use 127.0.0.1 ip too

i' dont have internet connection and want to build offline server then i will publish it later when i have internet connection.
so what steps should i leave from the "server installing instructions".

the steps are simply the same as setting up a regular server

you wont open any ports on your router/firewall/modem/switch so no need to worry for it to go online

the server files support local connections
