Personally I would recommend NVInspector. It actually allows you to limit FPS instead of forcing vSync.

Well, how do you set it up for Kal online , since Kal is not in the profile list of games ?

Dxtory 2.0.119 is working perfectly on KalOnline, just tested 5 min agoQuote:

Dxtory works but not 100% good, once you setup kalonline window with fps limit. You can't make it bigger or smaller or kalonline client crash

First open kal clients, than dxtory or try to adjust the client window before selecting server by dragging from upper left corner.
I cant find settings in dxtory to save kal profile, i have to adjust fps each time i start kal, any idea about that ?

Dxtory stops working sometimes if you open some applications which aren't so beloved by xtrap ;)
And you can also try MSI afterburner with rivatuner.
