How do they work.How do they deliver every item overenchanted and ready to use with all bonuses you want at any server? What hack do they use

I'd say it's a scam since they use western union as their payment option.

They wouldn't be able to use exploits on any server you asked for so the only way would be to make those items themselves then sell them.
