cant use the enc/dec -.- tried dragging files onto it and running it but i get a flash of a dos window and it closes and nothing else happens

You need to do it other way.
Example:
1) Create folder on local disk C: named "Encoder" or anything you want.
2) Now put there the l2encdec.exe and the file(s) you want to decode.
3) Go to start ---> run and typ cmd, now press enter. (this is how to get to MSDOS)
4) In dos window typ " cd C:\Encoder" , now you have specified C:\Encoder as standard location.
5) Lets say the file you want to decrypt is l2.ini (this file must be also in "Encoder" folder , So still in the same Dos Windows typ "l2encdec -g l2.ini" (without the " offcourse) and press enter.
6) Congratz you have succesfully decrypted the l2.ini , you will see another file in the same folder that is not encrypted anymore.

PS: For more commands just typ while you are in the same Dos Window "l2encdec" and press enter, you will see more commands you can use with the encryptor/decryptor.

when i type the command with -g or -l at the end it tells me this :\
