It works, but if you transfer back you will still have chat restrict.

i dont have chat restriction tho.. Does this mean i will still have my ranked restriction if i transfer back?

Yes, example :
You play on EUW and have 35 ranked and 100 chat restriction, you transfer to EUNE and you have no more chat and ranked restrictions. If you transfer back to EUW u will recieve the restrictions again.

Riots stance on it though is that they will change it eventually that you'll still have to play out the restrictions later on. Even though I doubt they'll do that.
