Alright, I've searched all over the Co2 forums and have read ridiculous formulas and methods. This is official information straight from the Co2 site and also confirmed with the CO customer desk lol.

Water Devil, spawns every 31600 seconds.
It appears after the server Maintenance by 6 hours in Island (1) in one of the places.
It appears again, after 11:30 hours from killing it, in Island (2)
It appears again, after 12:30 hours from killing it, In Island (3)
Now with that being said we have to figure the maintenance schedule for the servers.

The server maintenance time is scheduled as below (PST=GMT-8 hours):
Monday: 17:00-17:30 PST
Wednesday: 17:00-17:40 PST
Friday: 17:00-17:30 PST
Sunday: 17:00-17:30 PST
Now we will take Monday for example if server time can start anywhere from 17:00- 17:30 pst. The db devil will spawn on island 1 after 6 hours when server turns back on. So for example if the server went down at 17:21 and rebooted at 17:41 (for arguments sake it rebooted late). That means the Db devil will spawn at island 1 at 23:41. Which means that would be 11:41 PST time and 2:41 EST time.
Now lets say at 23:41 the db devils spawns and you kill it at 24:10. It will Now re-spawn when 11 hours and 30 mins have passed. so doing simple math. at 11:40 the next db devil will spawn on the 2nd island map. Same thing goes for the third spawn, take the time you killed the db devil and add 12 hours and 30 mins to the time on the server.
IF at any moment the db devil is not there you will not figure out the time frame unless the next server maintenance happens, which is at the beginning of this post. Then just wait accordingly from the time the server starts for 6 hours and the db devil will spawn.
Now for anyone who will bash me for this saying im wrong or post pics. I am currently awaiting right now since there was a server maintenance. I have the time the db devil will spawn give or take 5-10 mins. Im leaving room in-case of error. But according to the information Co2 and staff have put out, these are the facts. I will be testing this and also others are more then glad to test it as well. Positive feedback is happily invited. Pics of success are also welcome. I do not know which island is which . I do have the map that was posted along with the other db devil threads so it will be here so you can grab it to distinguish which is island 1 ,2 or 3.
-Edit- Realized that the map itself shows 4 islands the db devil can spawn. Yet the Co2 Information states it can only be 3 islands. I leave it you you guys to find the islands and make any corrections to the map or recreate the map entirely.
