gotta punish a very very toxic person (he has 2k chat restrictions atm and yet its not helping)

You can always try to whisp some Rioter on reddit

uhm usually you need to respond to your ticket multiple times untill it actually gets through

you could also just pm a rioter on reddit

Make a ticket or do what iOwnedLol said, contact rioter on reddit. Most support rioters are pretty active.
