Got scammed by a booster

First of all i don't know if this is the correct place to post it so if it's not please mighty moderator change it :)

Here is my problem:
I ordered an elo boost with a booster AIM7BOOSTING.
He did it really well took a bit more time than what was expected but fine anyway.
Then after sometimes i decide to order a new elo boost from the same booster.
But LoL gave me ranked restritions. He said fine for 20€ i will do them. Well.... i did 31 of 35 and was reluctant to pay for it since the booster was mostly feedign or got carried. I told hi m i wanted to discuss with him abotu it and he blocked me.

So to resume i paid 30€ for an elo boost which didnt happened at all.
I'm open to any discussion with him ( he ignores me ) i rated him negative because of the lack of service and the lack of communication. I also complained on his thread but he ignores me like on skype.

I'm willing to pay him for 4 draft norml win 10 € and i m really beign generous but he has to give me back on paypal at least 20$.
I'm really calm but i want the money back or at least the non deserved part of it which i considered beign equal to AT LEAST 20$.

Why would you order a boost from a guy like him?
He has 5 tbms and 2 negatives.
Rather pay 10-20% more for a trusted booster instead of trying to save as much money as possible.

If you did this via PayPal, simply do chargeback.

Well i m one of those 2 negatives. And when i ordered he had 0 .

It seems like they only messaged per Skype. Skype logs don't count as proofs on elitepvpers, so I'm not sure if he can proof it but it's worth a try.

Nope, he won't get the money back because the pp security (idk how it's called) works only for real "things" not for things like accounts. This can be read on their website too, I already had some conflicts about that and the money never got charged back. So unless the boosters doesn't comment the conflict he won't get the money back.

Well the policy which your talking about it's applied just for donations not for payments or other stuffs, i've been working with PayPal since 2007 and I know all the changes which are made yes you can do chargeback if you used a bank account you got time to do it 6 months and if you did it via PP itself 30 days.
