Boosting and VPN questions

I'm new to boosting, I have some questions:
Is VPN necessary? Does it affect ping? How do I do it?

Nearly every freeware VPN will affect your ping a lot, but the premium ones won't i.e. hidemyass.

And I'd definitly recommend a VPN since Riot is banning a lot boosters recently.
