the divino-matic rod quest is a elite quest that takes place in Zull'Farrak. To beat the quest you basically have to stand on the top of a temple thing and kill TONS of NPC trolls that will charge up the temple to kill you and your group..which can be very difficult. Earlier today i did it with a group who knew how to get around it.. this is what you have to do:
1. Talk to the goblin on the left twice. (not sure if he comes out by himself or if you should let him out after talking to him).
2. Then talk to Bly once. He will then agro, let him out of the cage and kill him. he drops the rod. done.
no messing with tons and tons of trolls! your done!
