Server files are unhackable , unless you've Ratted Wolfteam itself.
And it's pretty illegal though , probably 10 Years in jail + Paying a lot of money as a fine.

but hey, i can tell you that you can extract every single file from The game itself ^^

It's not "unhackable", all you have to do is replicate ALL server packets, then edit wt to connect to your own server ip (Launcher.xfs - serverdir.dll - buddy2.dll(if you want a working friend system) - wolfteam.bin) edit those files by replacing their connecting IP's with your own.

After that's done, you need to replicate the database, userinfos( gold, rank, gp, etc etc), iteminfos (all current weapons includes weapon stats) which is, believe me, a shitload of work.

That should do it.
Then simply keep hoping you won't get sued or DMCA taken down.

btw. You need a pretty great Windows Dedicated Server if you want it to sustain all players.
Unless you have the best idea to gain profit from the server, anyone who's gonna make a private server simply ends losing money as a great dedicated server goes for roughly $285 USD [/month.
You can start with a Windows VPS ($20 - $60 USD p/month) which should hold up to 30 players (if you're lucky)
