Your configuration isn't right.

Check the RohanAuth files/

If you are testing locally, in serverlist5.php add the local IP.
If you are testing on a dedicated server etc.. Add the actual IP serverlist5.php file

-Reminder: If you are testing locally, so that another person can enter the server and assign the real IP in serverlist5.php file must release the connection ports.

Try open Agent.exe - or Review your files and be happy!

OR Final solution:
- Delete everything and go play MuOnline. Your business is not Rohan

I think your version of files be vintage.
So you need to have the Agent.exe running.
