3rd job skills

Hi elitepvpers,

i am having an bit of trouble to let the 3rd job skills working.
I used an clean v15 source/resource and build in the SkillTree/3rd jobs etc.

Almost everything is working except for the skills itself.
When i am an Slayer and i am using the buff Blessing of War(Should give me Atk Power for 5 mins)
only the SFX is showing. No buff icon no timer no nothing.

I have tripple checked the source and also compare the files with winmerge with the Blessed source.
However i cant spot the fault.

any one can give me an tip on where to look.

propskill.txt / propskilladd.csv still version 15 or updated too ?

PorpSkill/Add.csv are both v15 checked it no errors on that part.

Also checked that tut. Nothing. Also i have used blessed source and copied the __3RD_LEGENDv16 to my source.

Also checked every file with winmerge(Thats an program that check for file differences line by line) Added it all.The only thing i am noticing is that some sources have define __NEW_PROP_PARAMETER So i implanted that and disabled the v16 params for now.

Also no go. I am missing somewhat but i cant tell atm.
