If im professional c# coder , i'd help you. but Im still a beginner in c# :( so i can't help you to edit it
the only way is doing what i told you ..

srysl its 2015... 10 years after Silkroad Online got released and u are still not in the position to change the country type of a client? pff

even entering the password "169841" into the pk2 editor is harder then translating the client

there are tons of guides go search for it srysl
