Last Question About Mastry UP scrolls

I just made the scrolls and worked 100%. But i can up all skills ( sword-glaive-bow-cold-fire-force-lightning) in 1 char.

How can i make a limit for that?

and how does this Mastry Dealer prog work? Configured but didn`t work.
