steam profile background self-made

Is it possible to create a own one and upload it on the market and buy my own product for 0€? :D
I find no nice and cheap background.
Yes i found great ones bu they cost way 2 much...

no, the backgrounds are from the games

I saw anime pics

i guess game devs can change the backgrounds like they want ^^
because i dont think that valve even takes a look at those
