Failed to creating a guild

Hello,
I got this problem :
When I create a guild it says - Failed to creating a guild.
Please help if you can,thanks.

Check if your cast server has no errors in debug monitor, check character->guild_info whether you have MASTERCODE guild in there, and in guild_peerage 10 mastercode guild ranks
