what do u mean by all packets ?? do u mean IDs or already coded packets?

you are asking for a source then :p

1- even if you had the Packets , that would make 1000 at least errors ,coz every packet has arguments that u don't have
2-no way to have all packets coz i don't think that anybody has them all
3-if it happened and u got all packets , that will require to know the structures for each packet so u can add or edit when needed

all that means you should ask for a good source to use instead of asking for all packets and save yourself time and effort to figure out all those 3 points
