Is your seal mount TYPE 16? ( in item_proto clientside / serverside )

The two slots are just a picture. its not for real you can remove/add it from inventorywindow.py in locale its caled inventory_without_belt.png I Think

agrees himself but I have seen servers from four slots whith work.
