I managed to start the server and was playing a lot time on it, but after computer restart I couldn't start the server and got the errors
2013 - Lost connection to MySQL server at 'waiting for initial communication packet', system error: 0
or sometimes
2003 - Can't connect to MySQL server on '127.0.0.1' (10038)

I hope some good person will read this and help me with this shitty problem, i search alot on youtube-google and can't fix the problem..

And where is Navicat involved in this?

You might also want to check your firewall settings. Port 3306 should be opened.

If it isn't running you should try to re-install or run the service.
