[HELP] Encoding and diacritics

Hi,
i am editing my server and i am using SF and Client by Invoice 2013.. I am trying to translate full server, but i have problem with diacritics(czech).. When i set in locale_string encoding UTF-8, then it doesn't work and it shows chinese words. Other problem is that names of items or mobs are "long". My client automatically cut names and if item has long name, it doesn't show full. Does anyone know how to solve these problems guys?

Code it in UTF-16. Should also work with metin.

If i convert it into UTF-16, then in sysser it shows that client cannot load item_proto and mob_proto
