This might already be known, but they're not reliable. Purchased elo boosting services from them, after a week of no action I requested a refund. Went through the dispute system via paypal as they refused to give me a full refund.
They've since e-mailed me and told me to drop my request in paypal or they'd go to Riot and have my account banned.
