How do i Fix overlvling bug on a 110 cap server?

like title says... how do i prevent overlvling on 110 cap.. ?

example: im lvl 78 and kill a roc and im lvl 112... how do i fix that?

2 ways:

1st (and easiest) edit _RefLevel
2nd (no 0,00% "bug") trigger
