bug status game 2089M

Hey guys, I have a big problem with a server files on game 2089M

I set with diff to have level max 99 and status point 90, but on the blue empire, the status is 110 :| when I creat a character on blue empire it start with : 26 point on VIT, but on the red and yellow, just 6. How I solve this ?

look at your change_empire quest

Yes in that quest is the problem, I erase that quest, but I want to erase the bonus on the player who already got it, and they have their stats with 10+ from normal.
