You can get the Post's, but don't write random stuff or you will get an infraction.
Just keep writing usefull stuff and soon you will be able to use it.

Unless we are talking about another site, why wpuld post count matter here in epvp? Why would the tool be unavailable unless you get 250 posts? It doesn't make sense.
